Citizens Budgetary Oversight Committee (CBOC) for the IRSD
Thursday, September 7th to Tuesday, November 7th
Dear Refuge Homeowners,
I wanted to share information with you related to the Indian River School District ( tax increases that were recently implemented. I was selected to become a member of the Citizens Budgetary Oversight Committee (CBOC) for the IRSD. This committee was formed as a result of the public referendum that was held and approved in March 2017. (
For FY18, you will experience an increase in your property tax bills. My goal is to make you aware of these changes and the resultant increases.
The table HERE below depicts the tax rates (per $100 of assessed value) that will result in changes to your FY18 tax bill.
Despite the increases, Indian River District still has the lowest school property tax rate in Sussex County. For more information please visit these websites:

A Message from Refuge HOA member Anna Vonlindenberg:
Due to public concern after reading last week's front page article in the Wave concerning Route 54 traffic issues, plus the ensuing email campaign to Ron Gray, Rob Arlett Gerald Hocker, Tom Carper, and Janelle Cornwell Director of Sussex Co. Planning and Zoning, I have been informed that the following meeting has been scheduled.
The meeting will be held on September 19th, from 12:30 to 3:30 at the Roxana Fire Company, 39453 Zion Church Road, Frankford.  The following DelDOT staff will be in attendance, in addition to Rep. Gray and Senator Hocker.
Refuge Townhomes Board Meeting
Saturday, September 30th, 9:00 a.m. at Refuge Clubhouse
The Townhome Board will be meeting beginning at 9:00 a.m. The Meeting Agenda is Attached.

HAPPY TO ANNOUNCE THAT The Refuge at Dirickson Creek has been selected for the 2017 Best of Selbyville Award in the Housing Development category by the Selbyville Award Program! Check out this link to learn more about the award
KAYAK RACK If you are interested in helping with this project contact John Tiberi at 609-462-5804 or . The rack will be built by the boat ramp and will hold one & two person kayaks.
The Pool is now Closed for the Season
Thank you for a mostly-successful pool season. Previously requested assistance to stack and store the pool furniture will not be necessary as this task is already included in the Coastline Pool Services Contract. 
Thank you to anyone who may have agreed to assist Ira Feldman with the furniture.

HOA Board Meeting Schedule for 2017
The Board has established the following meeting schedule for the balance of 2017. ALL HOMEOWNERS ARE ENCOURAGED TO ATTEND!
2017 Annual Meeting - Sat., Nov. 4th, 10 a.m. at Swann Keys 
4th Quarter Meeting - TBD
Yard Waste Pick-up Reminder
Yard waste pick-up is scheduled every other week on the Tuesday after "recycle Monday". Remember to put your bags out the night before as they come very early in the morning. Stickers may be purchased from Seascape Property Management for $2.00 each. Please complete the Yard Waste Sticker form and mail it per the instructions on the document.
Please see the attached document for information about being aware and prepared in case of evacuation due to weather or other emergency.
Household Battery Recycling: Please continue to utilize the collection bucket located in the foyer of the Clubhouse. Please see this document for more information.
Mobile Patrol Security: If you have an emergency please call 911. If you see someone acting suspiciously or who may be trespassing, please also report this to the Bayside Security Patrol Dispatcher at 302-384-6542 so that they will have a record of the incident. From their vehicles, Bayside Security Patrol Officers can monitor the Sussex County Emergency Operations Center. During normal business hours, please also report the incident to the HOA Property Manager, Jonathan Poole at SeaScape PM, 302-645-2222.
